ArcGIS Online Content Licensing Summary

ArcGIS Online Content is organized and licensed based on content categories (Standard and Premium) and usage types (Internal and External).
Standard Service Collections
- License fees are not required for Internal Use or for Non-Commercial External Use. Standard Service Collections are available to all licensed ArcGIS software customers.
- License fees are required for External Use, if commercial. This commercial use refers to any use that generates income or is used to promote the generation of income. Examples include a public-facing Web or ASP for-fee application, or a Web application which generates advertising revenue. The annual fees are based on an estimated number of Known User equivalents (calculated from estimated annual transactions) accessing the application.
Premium Service Collections
- Annual license fees are required for either usage type—Internal or External. Internal and External Use is described in the Licensing section below.
- Premium ArcGIS Online services are offered with 14-day free evaluations. These free evaluations are offered as Internal Use, trial/development licenses only.
1. Standard Services Content Licensing
When users consume Standard ArcGIS Online content services for Internal
Use or for Non-Commercial External Use, there is no license fee applicable.
- Internal Use and Non-Commercial External Use applications
- For individual business, government, or education users, ArcGIS Online content is made available for internal use and for non-commercial external use only. Non-commercial External Use means any use that does not generate income or is not used to promote the generation of income.
When users consume Standard ArcGIS Online content services for External Commercial Use, then premium services content licensing applies, and subscription fees are due.
- External Commercial Use applications
- For individual, business, government, or education users, External Commercial Use means any use outside of your business or organization that generates income or is used to promote the generation of income. Examples include a public facing Web or ASP for-fee application, or a Web application which generates advertising revenue.
- Any use of ArcGIS Online services in non-fee based ESRI software, applications, or solutions (excluding ArcGIS Explorer) are also considered External Commercial Use, and subscription fees are due. This includes the ArcGIS for AutoCAD product.
NOTE: ESRI reserves the right to determine appropriate use of free services from ArcGIS Online and may at any time and at its sole discretion alter or discontinue ArcGIS Online services provided to any customer accessing the free services.
2. Premium Services Content Licensing
When users purchase Premium (for-fee) ArcGIS Online content services, a Known User
licensing model will apply. A Known User is a user that is provisioned and/or authenticated by a customer's
application (but not necessarily the customer's web site or network), for example through the use of usernames, passwords, digital certificates, unique IDs, smart cards, or other identification technology.
- Known User applications
- Applications with Known Users, such as Desktop, or an internal browser-based customer call center application. Licensing for Known User applications is comprised of annual per user pricing, and includes unlimited transactions per user.
- Anonymous User applications
- These are typically Internet applications such as public-facing (no login) mapping or locator solutions, where users are unknown. Licensing for these applications is traditionally comprised of annual volume-based transaction pricing. In cases where a customer's application is initially an Anonymous User use case, ESRI will convert the customer to a Known User licensing model, by converting the estimated number of annual transactions (maps, geocodes, etc.) required by a customer into a number of Known User equivalents. For all Anonymous User use cases, ESRI will require an annual re-estimate of transactions needed, and will require access to historical usage logs from the customer to refine pricing in subsequent contract years.
